Public notice announcing a revision of the Categories of Strategic High-tech Commodities and the Restricted Areas for Export, that will, moreover, take effect starting from June 1, 2006

Paragraph 3 of Article 13 of the Foreign Trade Act

Explanation:

1.	To comply with international export control rules and prevent the shipment of sensitive commodities to Iran and North Korea, where they may be converted for military uses or for the development of weapons of mass destruction, whether nuclear, biological, chemical, or missile, the Categories of Strategic High-tech Commodities and the Restricted Areas for Export has been revised. Specifically, to the list of Strategic High-tech Commodities restricted for export to North Korea and Iran, 87 items under code C.C.C. 2504100000-5 (natural graphite, in powder or in flakes), have been added.
2.	Exporters are required to apply to the Bureau of Foreign Trade (BOFT) or the authorized permit issuing agencies for an export permit before any commodity on the Sensitive Commodities List is exported, re-exported, transited, and/or transshipped through Taiwan to Iran and North Korea (under Export Regulation Code S01). Any such exporter is also required to provide detailed lists of the commodities and apply for permit from BOFT or the aforementioned agencies (under Export Regulation Code S02).
